CMS Releases the Proposed Rule for Changes to the ESRD Prospective Payment System

The Centers for Medicare and Medicaid Services (CMS) has released the proposed rule “Changes to the End-Stage Renal Disease Prospective Payment System for CY 2014.” This rule includes the proposed reduction in the prospective payment system (PPS) to account for lower drug utilization as required by the American Taxpayer Relief Act of 2012. CMS is proposing to reduce the base rate in the PPS by 12%. CMS is also proposing a market basket update of 2.9%.

The U.S. Department of Health and Human Services has released the 2013 PHS Guideline for Reducing Human Immunodeficiency Virus, Hepatitis B Virus, and Hepatitis C Virus Transmission Through Organ Transplantation. This guideline updates the 1994 U.S. Public Health Service (PHS) Guidelines for Preventing Transmission of Human Immunodeficiency Virus Through Transplantation of Human Tissue and Organs.

CMS Announces New Initiative to Improve ESRD Care

On February 4, 2013, the Centers for Medicare & Medicaid Services (CMS) announced a new initiative designed to identify, test, and evaluate new ways to improve care for Medicare beneficiaries with end-stage renal disease (ESRD). Through the Comprehensive ESRD Care initiative, CMS will partner with health care providers and suppliers to test the effectiveness of a new payment and service delivery model in providing these beneficiaries with patient-centered, high-quality care.
